Can we use existing DHL or Shiprocket accounts to get custom rates?

Yes, all your existing accounts can be used to link your Zoho Commerce store with different shipping carriers. If your Shiprocket or DHL accounts supports custom rates, those will be reflected in Zoho Commerce when integrated. These custom rates are provided by the carrier and will be visible only on the merchant side of the store.
